Well, that was fun. I reprint my testimony as prepared, not as delivered. I also cut a very insider joke. I'd planned to start: “Mr. Chairman, I understand that this is the open Commission meeting, so it is perhaps no surprise that we are running an hour late. Also, as I have not had time to complete this testimony, I ask for editorial privileges.”
