Court Victory Paves Way for Publicly Owned Broadband

A Minnesota judge has ruled that local communities have the authority to issue bonds to finance community fiber-optic networks. The town of Monticello, Minn., had been locked in a legal battle with its incumbent phone company, which filed a complaint to prevent the town from building the network.
