Now that it's expanding its metered broadband trial into Rochester, N.Y., Time Warner Cable has run into a problem: The local phone company refuses to play ball. In response to "hundreds of calls from Time Warner customers," Frontier Communications has shelved its own plans to introduce metered billing.
