Cable companies are throwing the idea of usage quotas out now, starting absurdly low in order to get something in place. With tactics that would make Karl Rove proud, they are picking a fight over nothing to get their opponents to agree on a cap, any cap, without realizing the true goal: keeping their cable monopoly.
