AT&T Weighs Higher Fees for Heavy Data Users

AT&T is finalizing a plan that could impose higher fees on big data users, subject to rules that may come from federal regulators regarding Net Neutrality. They argue that there's no other way to deal with data usage -- short of building out more networks to give people more bandwidth.
